Implementing Agencies

The guidelines and the fundamental concepts on which German development policy is based are developed by the Federal Ministry for Economic Cooperation and Development (BMZ).

The BMZ outlines the general policy framework for development cooperation, which in turn is the basis for agreeing on specific cooperation programmes with the partner governments. In this context the most important avenue is direct bilateral intergovernmental cooperation between the Federal Republic of Germany and the partner government.

The BMZ contracts the implementing organisations with the concrete realisation of the development-policy projects and programmes of the German government. The tasks of these organisations include:

· Implementing Financial and Technical Cooperation projects

· Preparing and seconding German experts and volunteers

· Providing vocational training to specialists and executives from partner countries.

KfW Entwicklungsbank

Within the KfW Group, KfW Entwicklungsbank is responsible for Financial Cooperation with developing countries. Financial Cooperation is the single most important instrument in German development cooperation in terms of volume. It comes into play where there is a shortage of long-term capital, and where the market has either failed or is not yet functioning satisfactorily.

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ)

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) was formed on 1 January 2011 through the merger of the three implementing organisations for Technical Cooperation, the Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ), the German Development Service (DED) and InWEnt (Capacity Building International, Germany).

The GIZ brings together the skills and many years of experience of these three organisations. The merger is an important element of the reform of development policy structures in Germany that was agreed upon in the present government’s coalition agreement.

Federal Institute for Geosciences and Natural Resources (BGR)

The Federal Institute for Geosciences and Natural Resources (BGR) is based in Hannover and is a higher federal authority specialising in technological and scientific matters. Its work comes under the operational responsibility of the German Federal Ministry of Economics and Energy. The BGR’s task, as a centre of expertise in geosciences, is to advise and inform the German government and Germany’s private sector on all matters relating to geosciences and natural resources, and to provide relevant support. The Institute’s core competencies include energy resources, mineral resources, ground water, and soil and sub-soil strata in the context of storage or for economic use.
